New Eagle Scout Rank Application

Starting May 1, 2008 there will be a new Eagle Scout rank application enforced. It additionally requires the name of the Eagle Scout project and the grand total of hours devoted to it. Please download the new application by clicking on Eagle Scout Award Application under Eagle Project Info and Forms or by clicking here.

SUBJECT: New Boy Scout rank requirements effective January 1, 2008

The National Youth Protection Committee recommended additions to Boy Scout rank requirements that were approved and will become effective January 1, 2008. These changes will help us advance the importance of Youth Protection training beyond the initial Boy Scout joining requirements, and keep youth informed and actively engaged in understanding the key elements of personal safety and protection.

Tenderfoot Rank
Revised requirement 9:
Explain the importance of the buddy system as it relates to your personal safety on outings and in your neighborhood. Describe what a bully is and how you should respond to one.

Second Class Rank
New requirement 8b:
Explain the three R's of personal safety and protection.

First Class Rank
New requirement 12:
Describe the three things you should avoid doing related to use of the Internet. Describe a cyberbully and how you should respond to one.

The changes will be represented in the 2008 Boy Scout Requirements book and the revised ninth printing of the 11th edition of the Boy Scout Handbook.

Though they go into effect on January 1, 2008, they are "grandfathered," meaning that a Boy Scout may earn the rank he is already working on, be it Tenderfoot, Second Class, or First Class, under the requirements in effect when he started.

The changes will be represented in the 2008 Boy Scout Requirements book and the revised ninth printing of the 11th edition of the Boy Scout Handbook, which will be released in January. In the Boy Scout Handbook the information needed by Boy Scouts to complete the new requirements will be found. That, and at the end of January online film clips will also be added to the websites The Scout Zone and Scouting.org under Lower Rank Requirements.

Process ranks and awards for packs, troops, teams, crews, ships, and posts
Units can now submit advancement for unit youth members online using BSA’s Internet Advancement system. You will find this new method to be easy, convenient, and accurate because you will enter the information yourself.
The system is separate from Internet Rechartering, but uses a similar concept. Unit leaders can record awards, ranks, and merit badges directly to BSA's official youth member records with the online system.

Use Internet Advancement for the following:
• Add ranks, merit badges, and awards
• Update information on existing advancements (excepting the Eagle Scout rank).

To use Internet Advancement:
1. Select your unit advancement processor. This person must have Internet connectivity and Microsoft Internet Explorer.
2. Obtain a unit ID code from the council. Postcards with the code have ben mailed to each unit committee chairman. The unit advancement processor can obtain the unit ID code at the June roundtable.
3. Gather information for advancement, including merit badge applications and advancement records with dates.
4. Click "Internet Advancement" below on this page. Follow the instructions in Internet Advancement to process advancements and print an advancement report.
5. Have the appropriate people sign the printed unit advancement report and submit it to the council. Save a copy for your files. Units should submit monthly before the end of each month, or more often if needed.
6. In December, submit a report before the end of the month to update your unit and council statistics.

Training
Each unit must select an adult to be its unit advancement processor, and this adult should attend training. Roundtables will feature orientation on Internet Advancement. Talk to your Commissioners or District Advancement Chairman. Additionally, anyone who wants to learn more about Internet Advancement can review the Internet Advancement Help Information.

Eagle Processing


Official Eagle Policy and Procedures
New procedures from BSA
Eagle Scouts must make an appointment at a Longhorn Council Service Centers to certify their Eagle Scout Applications.
The National Office instituted this process in 2003 that all Councils must use when certifying Eagle Scout Applications. In the past, our Eagle Processor was available to certify a candidate’s application in approximately 30 minutes. The new process requires a much greater amount of time, and it is necessary for Eagle Candidates to schedule an appointment if they wish to wait during the certification process. Eagle Candidates without an appointment will receive a receipt indicating the candidate’s application is at the Council Service Center, and the expected date of completion (normally three business days). The Candidate may also indicate how they wish the application returned to them.

The new certification process requires our Eagle Processor to enter all information from the Scouts application to the new program and check each Eagle Scout Application against existing records (this process was previously performed by the BSA National Office staff). Our Eagle Processor will provide a print out of the electronic Eagle Scout Application to be taken to the Board of Review. This is the only application accepted at the scouts Board of Review. This version of the application, signed by the Review Board Members is returned to the Council Office for final processing. Our Eagle Processor will obtain the Council Executives verification signature, proceed with the final steps and with a push of a button, the information is forwarded to the National office. It is no longer necessary for us to mail the applications to the National Office.
